Request for Proposals – Appraisal CAMA System

The Austin County Appraisal District is developing a long-range strategy centering on an information technology plan. As part of its planning efforts, we are exploring various alternatives with consideration given to conversion from the current Thomson Reuters Mars version CAMA system to a commercial property appraisal software.

The purpose of this Request for Proposal (RFP) is to obtain basic information about the functionality and capabilities, licensee hardware and software requirements and projected costs associated with available off the shelf appraisal & Property Tax and related software products. This RFP is directed towards vendors that might be interested in submitting complete responses to the RFP. Based on the responses to this RFP, Austin County Appraisal District may select vendors for and additional demonstration session to obtain further information on their product(s).

Should your company desire to respond to this RFP, the following general information is submitted.

GENERAL INFORMATION

Software Requirements: Computer Assisted Mass Appraisal (CAMA) System.

The CAMA System must be capable of providing processing services for 36,841 parcels including 20,779 real properties, 3,797 personal properties and 12,265 mineral accounts. Our district is comprised of 16 entities and has 17 employees.

Conversion of existing Beyond Appraisal Mars Version CAMA system now provided by Thomson Reuters, should be itemized in the vendor’s response. Training costs should be included in the vendor’s responses specifying the number of days allowed and it should be understood that training will be conducted at Austin County Appraisal District.

Any additional costs must be identified in the vendor’s response to this RFP.

Vendor responses to this RFP are binding.

Hardware: Austin County Appraisal District presently operates 23 Workstations. Any additional hardware necessary may be considered as a separate and additional response.

Austin County Appraisal District reserves the right to use any, all, or none of the information gathered via this RFP. Responses to this RFP are due on March 19, 2019 by 5:00 pm and should be delivered to the Austin County Appraisal District. Responses received after that date will not be considered. The proposals will be publicly opened and read aloud on March 20, 2019 at 9:00 am at the Appraisal District office. All proposals submitted will be reviewed by the Board of Directors on March 21, 2019 at the regular called board meeting. Any questions regarding this RFP should be addressed to:
